Philippine Practical Shooting Association

The Philippine Practical Shooting Association (PPSA) was organized in 1982 by now Congressman Juan C. Ponce Enrile, Jr. who was first introduced to the sport of practical shooting as a student in the United States and subsequently brought the sport with him when he came back to the Philippines.

During that of time, the popular handgun sport in the country was the Practical Pistol Course or PPC. While it was more realistic than bull's eye shooting, the sport was limited to law enforcement personnel and only a select few of the civilian shooting aficionados in the country could get to practice it.

On November 11, 1982 Jack Enrile and a host of other sport shooting enthusiasts led by Johnny Garcia and Migo Ledesma gathered at the Moon Palace restaurant in Mandaluyong City to make plans for the establishment of the Philippine Practical Shooting Association. They held regular meetings after that, and in April, 1983 the PPSA conducted the first formal practical shooting competition in the country that was open to both the military, law enforcers and civilians - the 1st PPSA National Classification Mat.

In 1986, the PPSA was formally accepted by the IPSC, becoming its 23rd member region.


PPSA National Headquarters

The PPSA is a nation-wide association of gun clubs duly incorporated with the Securities and Exchange Commission and recognized by the Firearms and Explosives Division of the Philippine National Police.

The IPSC Regional Director - Philippine Region is the official head of the PPSA, and has the sole authority to represent the Philippine Practical Shooting Association in any meeting or assembly called for by the IPSC and to initiate or receive official communications between the IPSC and the PPSA.

The PPSA Board of Directors is the policy-making body of the association, the members of which are elected to a three-year term of office by the general membership. The members of the Board of Directors of the PPSA include the duly-elected President of the association and the two Area Directors each from Luzon, Visayas and Mindanao. To complete the PPSA Board, the elected members appoint a concurrent Chairman of the Board and Vice President of the association, and the NROI Executive Director.

The PPSA President is authorized to constitute the members of the Executive Committee that is tasked with the day-to-day administration of the affairs of the association. These would include the Secretary, Treasurer, Legal Counsel, Special Projects Officer. PNP-FED Liaison Officer and Webmaster/ICS Manager.


PPSA Area Offices

The nation-wide structure of the PPSA is divided into eleven areas that roughly corresponds to the country's regional boundaries.

Each PPSA Area is administered by an Area Council composed of the duly-designated representatives of all PPSA-affiliated gun clubs in the area. The PPSA President appoints the Area Coordinators for each of these eleven areas, with the council members themselves designating an Area Secretary and an Area Treasurer.

The different Area Councils in turn, are grouped on a sectoral basis (Luzon, Visayas and Mindanao), and are supervised by the duly-elected Area Director for their sector.


NROI Structure

It is the responsibility of the NROI Executive Director to manage and supervise the affairs of the institute on a day-to-day basis. To assist him in this endeavor, the Executive Director appoints a Secretary and a Treasurer, as well as the eleven NROI Area Coordinators for each of the eleven areas under the purview of the PPSA. Each of these Area Coordinators in turn, is responsible for administering an NROI Area Council composed of duly-designated gun club representatives who are also range officers trained and accredited by the NROI.
